My Ridgeway chimes consistently chimes 4 minutes early

My Ridgeway chimes consistently chimes 4 minutes early every quarter hour - all the time.

I have moved the minute hand back 15 minutes (per instructions) and can get it to chime correct 1/4 hour and time, but still 4 minutes early.

Any suggestions?

What you can do is to set the clock 4 minutes late. Then use a pair of pliers to remove the nut holding the minute hand. After you pulled out the minute hand, you put it back at the correct time.
Now refasten the minute hand with the nut.
