Time, Chime and ???

We just purchased a Daneker Grandfather President clock.

There are no indications of which weight is R, C, L. they all appear to be the same weight.

The clock is keeping time fine and the wheel with the decoration at the top is gradually moving, but it does not chime.

How can I get this to work?
